BOARD OF SUPERVISORS MEETING
August 18, 2026
St. Johns, Arizona
Present were: Supervisor David A. Brown, Delwin Wengert, Clerk/County Manager and Criss Candelaria, County Attorney. Chairman Tom M. White, Jr. and Supervisor Jim Claw participated via the telephone.
Mr. White called to order the Board of Supervisors meeting at 8:35 a.m. in the Board of Supervisors chambers, County Annex building, 75 W. Cleveland, and welcomed all in attendance.
Mr. White presented the demands awaiting approval. Mr. Claw moved to approve, seconded by Mr. Brown. Vote was unanimous.
Mr. White presented the minutes dated August 11, 2003. Mr. Claw moved to approve, seconded by Mr. Brown. Vote was unanimous.
Mr. Wengert presented the request for approval of the adoption of the tax rates and levies for fiscal year 2003-2004. Mr. Wengert stated that the primary rate of 0.3696 for $100.00 value, which is basically 37 cents will remain the same as last year and the departments should be commended for their hard work in keeping the rate low and recommended adoption of the tax rates and levies as shown. Mr. Brown stated that there has been hard work done over the past four years at the legislature to try and come up with an equitable method of taking care of the fact that the assessed valuation of the power plants went down by a significant amount with the proposed deregulation and that three bills were passed over the past several years to try and fix it, coming up with the Backfill that supposedly held most of the tax entities harmless over the last two years but then the Backfill went away for this year we are going into. Mr. Brown continued by saying that theoretically, the increase in assessed valuation that was set last session was to bring everyone back up to where we were three or four years ago but that it did not quite have that affect, but we were able to hold the county tax rate the same as last year, and the homeowners assessed values went down. Mr. Brown provided an overview and breakdown of the reductions that the homeowners will see in their tax rate within the southern communities. Mr. Brown made the motion to adopt the 2003-2004 Tax Levies and Rates at set forth in the four page document. Mr. Claw seconded the motion. Mr. White asked if there were any additional comments. Hearing no reply, Vote was unanimous. Tax levies and rates are available for review in the county manager office.
Mr. Wengert presented the item requesting approval of the application for a Special Event Liquor License for the Apache County Sheriff's Posse for August 30, 2026 at the Alpine Rodeo Grounds, in Alpine, Arizona. Mr. Claw moved to approve, seconded by Mr. Brown. Mr. White asked for questions or comments. Hearing no reply, Vote was unanimous.
Commander Hough, Sheriff's Office, presented the item requesting approval of an intergovernmental agreement between Apache County and the Arizona Division of Emergency Management. Commander Hough stated that this was a standard agreement for receiving money from ADEM. Mr. Brown moved to approve, seconded by Mr. Claw. Mr. White asked if this had been reviewed by the County Attorney. Mr. Candelaria stated yes. Vote was unanimous.
Mr. Wengert presented the item on behalf of the Assessors office requesting approval of the exemption list for the 2003 tax year. Mr. Claw moved to approve, seconded by Mr. Brown. Mr. White asked if there were any questions or comments, Hearing no reply, vote was unanimous.

Chris Mathews, Juvenile Probation Director, presented notification of the resignation of Joanna Chavez, effective September 3, 2026 and requested authorization to fill the vacant JIPS Secretary by transferring part time secretary Tobi Puzzi, to the vacant position at the salary of $19,500. Mr. Matthews also requested authorization to fill the vacancy the transfer creates. Mr. Brown moved to approve, seconded by Mr. Claw. Vote was unanimous.
Chuck Moter, Adult Probation Director, presented notice of the termination of Ramon Morales, effective August 12, 2003, and requested authorization to fill the vacancy. Mr. Brown moved to approve, seconded by Mr. Claw. Vote was unanimous.
Ferrin Crosby, County Engineer, presented the item requesting authorization to solicit bids for a new motor grader (using a trade in) and a steel wheel roller for the Chambers Road Yard in District III. Mr. Claw moved to approve, seconded by Mr. Brown. Vote was unanimous.
Ferrin Crosby, County Engineer, presented the item regarding a variance from the County Road Standards for Alpine Forest Estates. Mr. Crosby requested the item be tabled. Mr. White tabled the item.
Mr. Wengert on behalf of District I, requested authorization to purchase a swamp cooler for the Blue Gap Senior Citizen's Center, not to exceed $1,700. Mr. Claw moved to approve, seconded by Mr. Brown. Vote was unanimous.
